I have 1.8.2 JSPUI available, there should be no major differences.
The equivalent menu (to edit an item) is not in "Administer". You have to first 
open an item, then (logged in as an administrator) you'll see the "Admin Tools" 
menu on the top right. But I see that JSPUI doesn't offer the language column. 
I'm sorry, it seems this currently can't be done from the JSPUI interface.

One thing you might want to consider is continuing to use JSPUI for browsing 
(your users) and using XMLUI for editing items (your editors). Both UIs can be 
installed and run in parallel without a problem.
