Yes, as Helix mentioned you simply use the administrator tools to do this. Log in as an administrator and navigate to the "Administrator" Panel. Then select "Authorizations" and the wildcard tool from the list that follows. When prompted, select the collection that contains the items that you wish to change, then choose which permissions you want to add/remove for either the items or the bitstreams in that collection. If you wish to remove some permissions then you first clear the permissions that exist and then add back the ones that you want.
