I can't check right now, but I looked at the code and it only executes the
database_schema.sql file which doesn't drop anything, so it should try to
create tables, but fail because they exist.

And you're one of the first people besides committers who's trying the
upgrade.
That part seems to be missing.
I would copy the freshly installed empty OAI core directory to the
production server and add the core definition to solr.xml.
