First of all, there are two separate types of statistics in your versions of DSpace. There are the old ones which are logfile-based and then there are the new, Solr-based ones. I'm not so familiar with JSPUI, so I don't know which ones you're actually using, but you seem to mix them up.
a) logfile-based statistics require you to run scripts to generate records, taking data from log files (obviously). dspace-log-general-[datestamp].dat is an intermediate file generated by these scripts (stat-general, stat-initial, stat-monthly, stat-report-general, stat-report-initial, stat-report-monthly). b) new Solr-based stats (since 1.6) which store data into the Solr statistics core, but I don't think there's any interface for _displaying_ them in out-of-the-box DSpace 1.6/1.7. If you're upgrading from a) to b), there are tools which can take log files and do a one-time import into the index (stat-report-converter, stats-log-importer). I'm writing this just to clear up any confusion, but you should read about both in the official documentation. If you're using a) I don't think you can regenerate them after deleting the log files.
