It's like I suspected, there's no group "Anonymous" in your DSpace.
For some reason, "submitter" has group id 0, so it seems like someone
tampered with the default settings.

1) make a complete backup of your database
2) look up all items that belong to the "submitter" and change them to
another group
3) rename the "submitter" group to "Anonymous"
4) add Anonymous read access to all items
5) restart DSpace
6) verify
