I understand. So, what exactly are your requirements? Do you need to hide metadata or just restrict bitstream access? What will be the workflow of items from one repository to the other? E.g. items are created in the private repository, items selected for publication are moved to a single specified collection, which is harvested once a day to a connected collection in the public repository. Or it could work with multiple such pairs of collections.
