Hi Jen,
the 2GB limit you mention is a configured limit for file upload in Cocoon,
the framework used for the XML User Interface. However you can increase
this limit through the following property:

There are quite a few institutions out there dealing with files in the GB
range. However, it may not be the best user experience to upload them
through the standard web form. If the patron can deliver his data on a
drive to you, you could use some of the server-side ingestion scripts to
import this data.
