welcome to the DSpace community! From the top of my head, it's not a known
problem.

Are you able to submit from one of the collection pages? If you're logged
in you should see a link "submit a new item to this collection" on the
collection homepage.

Just as a way to rule out any strange caching issues, you could click
"clear cache" here in the control panel. But normally this won't do much if
you already tried re-starting tomcat and re-indexing.
