Do you have the Solr context deployed? It's something like this in
your Tomcat configuration, either in server.xml or in the
Catalina/localhost directory:
<Context path="/solr" docBase="/dspace/webapps/solr" debug="0"
reloadable="true" cachingAllowed="false"
allowLinking="true" />
