This is your proxy server IP address and port. DSpace cannot connect to it. Make sure it's correct. If it's correct, contact your network administrator to make sure the proxy server is accessible from your DSpace server's address. If your DSpace server has a public IP address, it cannot access the proxy server which is running on a private IP address (unless such traffic is explicitly routed).
