Use "dspace.bat create-administrator" command and not "dspace create-administrator". (Under Windows, you have to add the ".bat" extension)

So edit that and change set CURRENT_DIR=%cd% to set CURRENT_DIR=D:\Dspace\dspace\bin (I'm not 100% sure with the path syntax on Windows, but this should get you started).
