No, this functionality is currently available only for communities, see documentation: https://wiki.duraspace.org/display/DSDOC4x/Email+Subscriptions I suggest you use RSS feeds instead of email subscriptions. They work for communities or the whole site, too, and they stress your server much less because they're generated periodically, independently from number of user subscriptions.
