Oh, apologies. I overlooked that you are using Windows.
'start-handle-server' is a Unix script.
On Windows, you'd need to run:
[dspace]\bin\dspace dsrun net.handle.server.Main [dspace]\handle-server
Where "[dspace]\handle-server" is the full path to the "handle-server"
directory in your DSpace installation.
I'll ensure the documentation also gets updated.
