DSpace 1.8 contains the start-handle-server shell script:

https://github.com/DSpace/DSpace/tree/dspace-1_8_x/dspace/bin

but it doesn't contain an equivalent .bat script. Consider writing
one. It shouldn't be too hard - the last line is the important one -
the rest is just preparing its parameters. Some commands there like
dirname, sed and nohup won't have direct equivalents on Windows, but
you may use some different approach.
