The %C3%B1 sequence is the correct encoding for the ñ character and this should work just fine. If, OTOH, you're referring to the link not working as a whole, it will be because in the source repository you didn't configure the repository host name (bitstream.baseUrl in [dspace]/config/modules/oai.cfg).
