If DSPAM is not calling the quarantine agent, then you are not quarantining 
spam mails. Probably you have in your dspam.conf one of the following:
Preference "spamAction=tag"
Preference "spamAction=deliver"

Or you have globally (uid=0) set "spamAction=tag" or "spamAction=deliver" in 
your MySQL preference table or you have for your user (another uid then 0) set 
spamAction to "tag" or "deliver".

You must have changed that setting since DSPAM uses "quarantine" as default.
