I made the change to the configure.pl, and then tried both delivering the
message via the UI and the command line.
Running the command line, the message stays in quarantine. From the UI, the
message leaves the quarantine but disappears...

Okay... I have another purpose. I think that the message does not get delivered
because stats is not updated. It can't be updated properly since there are no
tokens. So the other approach to fix this issue is to change in configure.pl
from the Web-UI the following lines:
