Not so much it seems:
# cat /etc/dspam/dspam.conf | wc -l
1021

however, when stripping commented and empty lines:
# egrep -a -v '^[[:space:]]*#' /etc/dspam/dspam.conf | egrep -a '[[:print:]]' | 
wc -l
128

The include line is at the very end of the main dspam.conf in the default 
Debian configuration.
