There are multiple mail archives out there as others have pointed out.
I fail to see how pointing someone to an archived email is any harder
than pointing someone to a post on a web forum.

A forum would also allow new DSpam users to get a better feel for how
they should be setting things up.  They can see from the forum what
works well and what doesn't or decide that something looks too
complicated for their skill level, rather than trying something and
devoting a lot of time to it only to find out shortly after that there
is a better way. We get that a lot in IRC.

Doesn't reading the README and scanning the mail archives also do the
same thing?

If the given docs don't tell you enough on how to get going, you
either didn't read enough, or the docs are insufficient and should be
made more comprehensive.

For the others who hate being bombarded with emails all the time,
there's 2 options:

1. Setup filters in your MUA to move list emails to a dedicated dspam folder.
2. Use the archives.
3. Sign up for gmail and set up a few filters to tag & archive list
posts. (this is what I do) Then you're free to read through dspam
posts whenever you wish.

I would like to see a web forum, and if it does happen I would hope that
the "Very Knowledgable" people would drop in once and a while and share
their knowledge.

No one is stopping you or anyone else from setting up a dspam web
forum. But it's already been made clear that you won't see one made
available by the dspam authors.
