I believe this is where a second trusted server for EMCOM Only might be handy - If wide area is needed during an event, then switch to the second trusted server and multicast. Maybe there can be an EMCOM only reflector as well. Else disconnect from the internet and operate stand alone or link 2 sites using DPLUS - AFIK there is no way to easily block incoming gateway traffic, although you can block individual users on your repeater from reaching the gateway.
