Ray, It might have been presented better, but it is a reasonable analysis to say that there MAY be a problem with your Internet connection at home. Sometimes what looks like a reasonable Internet connection on Email and the Web (both using TCP) can fall apart on a UDP circuit, or have problems on VOIP applications because of jitter or any number of ailments. I, for example, have had a DV Dongle for a few months now and have used it from several locations, on both Windows XP and Mac OS X, (haven't gotten around to trying it on Linux,) through wired and wireless (Wifi and maybe cell) Ethernet, with great success, not perfect, but generally quite usable. This has been the experience of most DV Dongle users that I have encountered. Occasionally, someone will have a computer issue (OS, lack of Java, etc.) or network issue. For grins run the test at http://myspeed.visualware.com/voip/ and see if you observe any anomalies.
You might also take your Dongle and try it at some other location(s) with known good Internet service and see if you have the same experience. Maybe HF is the right place for you, I have no way to evaluate. Those of us who are most intrigued by D-STAR, I think in a large part, understand that any new technology will have 'road bumps' and try to figure out how to smooth them out both for ourselves and for those who will follow behind.
