Well, because in the past, 441.000 MHz was a BandPlan frequency for UHF PACKET 
RADIO, along with 441.025, 441.050, and 441.075 MHz; however, packet is 
basically dead now so it probably doesn't matter much.  (I had dedicated packet 
systems up on 441.000 MHz for a while in the past.)   

The frequency of 446.000 MHz-- the national simplex calling frequency, and 
subsequent frequencies of 446.025, 446.050, and 446.075 (up to 446.100), were 
commonly used for SIMPLEX in the past, so I'm more used to the 446.xxx 
frequencies being used for simplex.  

However, I am fairly adaptive to change for my age, and will accept whatever 
becomes the new standards of use.
