I'm pretty sure it does not.  When I sniff the serial line, I don't 
propagate anything but the data from the radio's serial port to the one 
feeding the windows machine.  If CS-2820 was doing anything funky with 
the other lines, this wouldn't work.

Finding an alternative to an OPC-478 isn't a dumb idea, but you might be 
able to save yourself some time and effort if you're willing to part 
with a little more money:
