Indeed, if I place a handheld in rig control mode I could detect the
busy indicator.  However, while in this mode I don't get the data
stream so it's not really a viable solution to the multi-access
problem, IMHO (not to mention it would only work on a few radios).

They are clone-mode radios, which means when you attempt to read the
memory out, the radio stops being a radio, dumps its entire memory
over the serial port and reboots.
