I get the impression they were thinking about a global VPN using the 
10.x range, with the gateway access points appearing as 
bridges.  10.x would have been chosen, simply because it's the 
largest (IPv4) address space available for private 
networks.  However, for a lot of home users, who might have an ID-1 
and a LAN connected to the same PC, there's a high risk of IP address 
range (network/subnet) conflicts, since a significant proportion of 
home routers use 10.x address space for their LAN interface out of the box.
