Yes.

You might search the dstar-gateway groups messages, but the bottom line is you 
need DSL or wifi (or better) - 250 Kbits/sec would be very workable - down AND 
UP.

That was for G1.  Everyone is on G2 now, and that is no longer required.  There 
is still some delay in updating when your IP changes, no more than one hour and 
that is supposed to be getting fixed, but you wouldn't want a service where the 
IP changes several times daily.
