Yes, tuning a duplexer does require good equipment. Tuning by watching 
meters doesn't tell you the whole story. I've seen too many duplexers 
tuned that way (including ones I've tried to do that way) and then put 
on a spectrum analyzer with tracking generator only to be shocked at 
what I see. If possible you should try to solicit someone in the area 
that has the equipment to do it right. Make sure to ask them the dynamic 
range of their equipment. Often it's not enough to properly tune a 
duplexer. The equipment should be able to do at bit more than the rated 
isolation of the duplexer.

Lots of good duplexers available. I've found a number of them on Ebay.
