Make sure you use the one in the GRP UR.

If you use the one in the GRP UR, and your repeater is linked, you
should be heard on all the linked systems in theory.  I said in theory
because I have no way to try it by myself, but you have one.

If you use the one in the GRP CQ, you will be heard only on your local
repeater because there is no RPT2 set.

I am not sure what other options you get, but I agree the manual is
confusing.

The radio will stay in that mode.  To select a different repeater, you
press the DR button then select another one.  That is all you will need
to do.  The RPT1 and 2 will change but the UR stays the same.

When you have selected CQCQCQ in the GRP UR, and long press CS, turn the
knob until it shows RPT2.  You will see your gateway set to the RPT2.

If you selected CQCQCQ in the GRP CQ, it does not show RPT2.
