You'd have to ask every repeater owner. :-P Are all analog systems open? How do you know? The ARRL Repeater Directory? How do they know? They ask the local frequency coordinators to ask the owners. :-) Not trying to be a smart-aleck, but it's truly an impossible question to answer.
