Back to basics, DVD to a radio or another DVD or radio to radio via rf or
internet. Call signs pretty much need to registered to go through a gateways
etc. local may not require registration. Registration is focused on legitimate
call signs. The common root being a licensed amateur radio operator.

Computers are not radios even when they are being used forcommunications..
Here’s the test: Follow the RF! If you are using awireless connection to a
network with a computer then you are back to being “onthe radio”. Is that RF
in an amateur band... NO!... Thus it is stillNOT amateur radio.
