I have done everything you said.  I have Auto Repeater set to RPT1 and the 
right offset.

I can hit the repeater if I dial it in manually, but if I used my programmed 
memory 0, i can hear people on the repeater/gateway, but when I key up the 
frequency still changes to say "OFF" and I don't transmit. 

Any clue?

      In the software go to "COMMON", and make sure Auto Repeater is set to 
RPT1.



Or, on the radio make sure under "DUP/TONE" your offset frequency is set to the 
correct offset.



The go into the "Menu", select "SET MODE", and set "AUTO REPEATER" to RPT1 .  
Then reprogram the memory channel.  



Without this RPT1 set this way you will get "OFF" in a memory channel for the 
offset.(see page 35 of the manual)
