The locals *do* run things. It's called your local frequency copordination
council.

As for FD on 146.52, the ARRL is simply setting rules for the contest to mak
life a little harder and make contest stations work a bit harder. That
doesn't ahve anything to do with frequency coordination. Their contest,
their rules.
