Keep in mind that the local frequency coordinators only have standing if 
the coordination is related to a repeater and if there's conflict 
between a coordinated repeater and a non-coordinated repeater. Anything 
other than that, such as simplex, offers no higher standing that a 
simple Ham's agreement, which is all the the ARRL offers.

Of course you're right that any contest can set rules for compliance 
with the contest.

So, it's all a gentleman's (gentleperson's) agreement anyway for use of 
a D-Star simplex frequency. I personally like 145.670.
