Bush never vetoed.  the artice states that ICANN asked TLD to sign
some contractual agreements before giving it the green light.  Bush
and a copious qunatities conservative groups asked that ICANN
reconsider, or delay the creation of the .XXX domain.  ICANN bowed to
public pressure and delayed.

I do agree however that Bush has used politics with ICANN, would that
be any different however if ICANN was located in any other country ?
George could still use politics to try and push ICANN around.

The question still arises what would you do with ICANN ? who's
authourity would you put it under ? Its all well and good saying we
should move it ? Where would you move it to? There is no where better
to place it at the moment ?

If it were up to me I would hand it over to the Electronic Frontier
Foundation (www.eff.org)
