I think you are doing it, but just to be sure, you are bringing up the controller and receiver together, right?
I always do - power down controller/press and hold receiver until quick red flash, which then transitions to slower red flash Press and hold '+' on the controller, then press and hold power, release both when the lights on controller flash or the screen comes alive. It sounds like you are doing this, but I wanted to make sure. I have never had good luck bringing u the receiver with an already active controller.
