Alternative #1: Power manager needs to be reset.
Vanilla method: hold down the reset button for a minute and restart.
Full double chocolate + fudge method: do the above but remove all power supplies first.
Doouble chocolate liquor method:  "removing all power supplies" includes removing the 
PRAM battery as well.
Acid haze method: remove all power supplies as above, put the powerbook away for 2 
days then put everything back and restart. If you want, you can pray or do some voodoo 
as well.

Not kidding, i have heard all the above to work on seemingly dead PB2400's.

Alternative #2: dead processor.
Only method: get a new one.
