Its not a secret.  Apple charges you so they can recover the cost of 
the disk, and try and weasle some money out where they shouldnt (last 
I heard , people who buy the public beta wont get a discount).

If you want to find something, use either hotline or carracho 
(www.carracho.com).
Use:

63.92.61.21/carracho/serverlist.cgi

to find a list of servers that have the OS X beta (among other 
things).  Find one, get one it, and wait a long time for your turn in 
the que to come up.  Download the file and proceed (it looks like 
most of the PB files are actually toast images). Dont even  think of 
trying this if you arenbt on cable or DSL (it took me a whole 12 
minutes or so to dolad it on cable)

Apple does not provide you a place to download. The rest of the internet does.
