I have a Ricoh 16x CD-RW SCSI and it boot fine with MacOS 8.1, 8.5 and 9.0.
If you do not own cd-rom toolkit, you need to keep a macos cd on the in
drive during the machine bootup.  If you do so, you 2400c can see it with
the standard apple cdrom driver.
