You're not saying what version of the system you're using, so I might be off
the mark.
The key here is the TCP/IP settings, through the TCP/IP control panel, if
your system supports it, or through MacTCP. These 2 control panels let you
select what kind of connection they are going to use to provide those TCP/IP
packets to applications that need it, such as Netscape.
In the TCP/IP control panel, you need to have a configuration that is set to
"PPP". Then, you need some way to actually make the PPP connection. In the
latest versions of the system, this role is played by AppleTalk Remote
Access Client. On older version of the systems, you may need a specific
application that will use your modem and will be able to establish a PPP
connection with your ISP.
If you can provide the version of the system you're using, we might be able
to help further.
BTW, as you can see, Netscape has nothing to do with your connection. Those
settings are done at the system level, not at the application one.
