Sidney's post is a decent guide to working your way through the power
manager problems that afflict 2400s. It's also possible for a
physical problem to cause the same symptoms, though, so if you find
the problem recurring with greater severity and greater frequency,
post to the list. I'll shortly post a summation of my own longtime
ongoing problems with my 2400 as well as how I finally diagnosed and
repaired it. I don't know yet how many others have had or will have
the same problem, but it's doubtful that mine was unique.

You hear the click when the 2400 powers on and tries to boot; the
next press of the power button turns it back off. When it goes off it
will also light the steady green LED if the power manager has been
completely reset at some point (this is the difference between "click
of death" and "green light / click of death", and is documented in
the manual if you have one).
What you're referring to as the "power manager" is simply the hard
power switch, btw. The Power Manager is the combination of the chip
that controls power issues in the computer and a software interface
in the OS (some of which is downloaded into the chip when the
computer boots).
