Hey Peter - I had the exact same problem and thought it was the Power Supply
in the Dock (I had even bought the parts to fix it).  to make a long story
short, it appears that the problem was the Duo's battery and not the dock.
I can't really explain it, but I suppose it was shorted out or something
which prevented the Duo from fully booting up.

Try a new battery or try it without any  battery.  Does the Duo boot up
outside of the dock by itself?  If not then I'd bet the battery is your
problem.
