Actually, prior to 7.5 (which only really leaves 7.1) you need an 
extension (either the Duo Battery Enabler 2.0 or the Type III Battery 
extension, but not both - the former incorporates the latter). It'd 
be unfortunate if the Type III battery code hadn't been rolled into 
the OS until 8.0, since that version doesn't even support most Duos.

All you need to do to update a charger is boot the Duo from 7.5 or 
higher (or 7.1 with one of those extensions) while the charger is 
attached. If it doesn't work, you may have the earlier model charger 
which can't be updated and can only recognise Type I batteries.
