For something really tight on security, I'd suggest FoolProof by some
Portland, OR company.  Having had the misfortune to have bought an SE with
it and no password, I can REALLY recommend it.  There's a school in
Victoria using it, and I could put you in touch with the computer teacher
if you wanted more information.
