I can't supply the brilliant ideas but I can give you some encouragement.  
I'm an American  living in Japan with lousy language capabilities.  I have 
had to teach myself how to use Macs by trial & error. 

 It takes a lot of time to figure things out but I have finally learned the 
hardware doesn't have a nationality.   It usually the software stuff that is 
the problem.

I have a Duo 280c with an internal Apple 14,400 modem.  It has Japanese OS 
7.5.3 &  Word 5.1 in English.  It was set up for email/ internet by its 
previous owner but I could not get on line using his set up.

 So I tryed installing an older version of English AOLv2.7 via a floppy,  
filled in the local AOL telephone numbers, then plugged the telephone line 
into the modem.  It works fine for email.  I didn't have to do anything else.

I also got an internal 14,400 Apple modem on an all in one Performa 5320 to 
work, after wiping out the Japanese OS & installing English OS 8.1.  I used 
AOLv4.0 as a connection. 

Just keep trying different things, I bet you will eventually get it through 
trial & error.
