Sure, from 7.1 on up. For example, you can add the Control Strip and 
Apple Menu Options control panels from 7.5 to OS 7.1, though on some 
machines you need to add Worldscript Power Adapter too in order for 
Control Strip to work. Another trick is to use the Apple CD-ROM 5.3.1 
extension instead of any other versions because 5.3.1 works with non-OEM 
drives so you can boot from them. Etc etc.

Try downloading the Drap&Drop and Appearance SDK's from 
<http://devworld.apple.com/sdk> and try 'em in old 7.1. You'll be pleased.
