I guess I don't see what you have to lose by asking the second highest
bidder to send you the $400 and see what happens. My experience with ebay
has seen some people place a ridiculous proxy bid to insure their getting
the item, but many of them won't pay up if the bid goes too high. They also
have nothing to loose since they have no feedback anyway by not paying. You
can also go to the third bidder with an offer to purchase if the first two
don't work out.
