To be honest, I've never seen anyone complain about whether the reply
portion fell above or below the quoted portion.  That's a matter of personal
taste (and your e-mail program's settings) AFAIK.

The reference to "snippage" is the fact that some folks don't delete the 20
or so lines of text that the list server appends to messages.  You can see
the effect above (that's why I left it in there).  Obviously, if we don't
all take pains to snip this stuff off, it keeps accumulating.  In a long
discussion thread, this will accrue to significant "tonnage".  In addition,
one really ought to 'snip' out the portions of the quoted message which
don't pertain to the points you're replying to.  You can note this sort of
thing by the "**SNIP**" above, which some folks put in as a courtesy to
inform the rest of us that the quoted text is part of a longer message which
has been trimmed for clarity.  Sometimes folks will (as I did) include an
editorial comment with the "**SNIP**", summarizing the part deleted.  Note
that the "**SNIP**" and the editorial remarks are optional.
