I also had this "toggling" behavior 2 weeks ago.  And, I also found that
Sydney Ho's advice did not work, no matter how many times or how long I held
the button, with the AC either on or off.  I sent it to DT&T, who said they
performed component-level repairs on the logic board, my Interware CPU
daughtercard, *and* the I/O board.  (The latter was under their warranty
from a January serial-port repair).  It works fine now.

Because the computer finally failed after I had lifted it up 2 weeks ago,
and because it had shown increasing sensitivity to mechanical shocks over
the previous few weeks, and because a screw fell out of the battery chamber
a couple months ago, I suspect, as have others, that the GLOD is due to
connector(s) between circuit board(s) wearing, possibly cracking and
becoming intermittent with age.
