If a product is rated to operate from "85-240V" (that is, it includes a 
'universal' power supply) then that's exactly what it means: provide the 
device with a voltage anywhere within this range and it will operate 
completely within its specifications, for an indefinite period. It will work 
in Japan (100V) USA (120V) and Europe, etc., (220V). Just give it the right 
kind of plug on the end of the cable, and plug it in.

Operation at approximately 115 Volts is certainly a requirement for OTHER 
than universal supplies. Check the voltage rating label where the power cable 
comes into the device. If it is "115VAC" or "120VAC," etc, this is NOT a 
universal supply, and your warning is indeed true. I think many monitors and 
laser printers would fall into this category.

But NOT Apple computers, including all laptop supplies/chargers (even iMacs 
which, of course, include a monitor). Since all Apple computers use universal 
supplies (all I've ever encountered, anyway) running with slightly lower than 
normal voltage is not and will not be a problem for 'the rest of us'.
