Hello Nick,
first we should know what modem card is built in to your duo.
If it is the Apple Express Modem (which could easily be figured out,
since the european version of that modem looks like the modem/printer
port on the right side on the back and you need an extra dongle-like
box ("DAA", I don't know what this akronym stands for) where your
telephone-cable fits in),
then you have to know that these Modems need a special software
(called "apple telecom software") to run because they are a
Frankenstein-like merge of software-and-hardware-modem.
That software could be found here:

You can download the whole telecom 3.1.3 package (8 images) or
perhaps the 3.1.1 update will do also.
For you in britain, you should also look under
ftp://download.info.apple.com/Apple_Support_Area/Apple_Software_Updates/English-British/
if you experience troubles.
The telecom software will provide you with an extra control panel
labeled "express modem" from where to configure the modem (you will
also need the old "modem" panel in addition to that). You should
switch the modem off to lengthen battery life, when you don't use it
(in the control panel) and you must uncheck the "route modem port to
internal modem" check box to provide printing problems until you have
strange online programs which support the "external" modem port only
(i never saw such a program and also use a 2300c with internal
express modem and OS8.1).
By the way, it took me some time to get my express modem to work,
because the phone cable from the DAA to the phone plug was
misconfigured as I bought it.
